23 NEW LAWS NOW IN EFFECT IN TEXAS - kwhi.com

A total of 23 new laws officially went into effect today (Saturday) after being passed during the 87th Legislature. Many of the bills passed during the session already went into effect in September, but these new laws cover the topics of police funding, property taxes, parking for disabled veterans and restaurant permits.
Some of the laws include:
Senate Bill 23 requires counties with over 1 million people to hold an election before reducing or reallocating funding or resources for the county’s primary law enforcement agency.
Senate Bill 911 makes restaurants with certain alcoholic beverage permits or licenses eligible for a food and beverage certificate, regulating third-party food delivery services.
Senate Bill 794 allows homestead tax exemptions for veterans who have been identified as 100 percent disabled by the Department of Veteran Affairs.
Senate Bill 792 requires anyone parking in a disabled parking space to have a license plate or disabled parking placard that features the International Symbol of Access (ISA). Current disabled veteran license plates do not feature the ISA, and previous law allowed all Texans with these plates to use disabled parking. Disabled veterans will now need to apply for a disabled parking placard or a new disabled veteran license plate with the ISA, if they meet the ISA eligibility requirements. Texans can apply for the designation at their county tax assessor-collector’s office.
House Bill 115 exempts taxes from properties owned by charitable organizations that provide housing for the homeless.
House Bill 2535 requires chief appraisers to exclude noncommercial chicken coops or rabbit pens from property values.
Senate Bill 5 will not go into effect until January 18th, but it will make it illegal to leave dogs chained up outside. The law says dogs cannot be left outside without adequate shelter and bans the use of chains or heavy weights. First-time violations are a Class C misdemeanor, with future offenses being Class B misdemeanors.
