KEY ACTION: Appointed Dan Bucher Jr. as city law director.

DISCUSSION: After meeting in executive session, council approved his annual salary of $66,300. Bucher, a former city councilman, has served as an assistant law director for the past year under Scott Fellmeth, the city's longtime law director. Fellmeth will leave his position Sept. 30, and Bucher will replace him Oct. 1.

OTHER ACTION:

  • In a unusual move, approved council's Sept. 7 meeting minutes with a 4-2 vote, with Councilwomen Sue Mayberry abstaining because she was absent from the meeting and Bonnie Donaldson dissenting because she felt the minutes are too limited. Minutes are usually approved unanimously. Donaldson wants more information included. Mintues were once kept verbatim but now, with the new Granicus software, are abridged with very little discussion included. City officials continue to fine tune the process so that anyone who reads them will have a clear idea of what transpired.
  • Heard that most of this year's road program has been completed. City Manager William Rouse apologized to the public for the amount of dust from the chip and seal program, adding that sweeping and forecasted rain will help alleviate the problem. City officials plan to use other road materials next year to eliminate the dust.
  • Heard that the St. Helena III canal boat has been repaired and is back in operation.
  • Met in executive session to discuss contract negotiations. No action was taken upon reconvening.

UP NEXT: Will meet at 7 p.m. Oct. 5 at the Eugene M. Fellmeth Safety Center. A work session will be held at 6 p.m. to discuss the city’s Designated Outdoor Refreshment Area (DORA), the city’s income tax code, and any other business.
