CLEVELAND, Ohio – Three members of City Council and Mayor Justin Bibb are backing a change to Cleveland law that would reduce the penalties for people who fail to pay $2.50 for bus or train fare. But the change may have little real-world impact because transit police usually rely on a different law to charge riders with fare evasion.

The proposed change, introduced to council for consideration on Monday, involves a section of Cleveland code that makes fare evasion on public transit a fourth-degree misdemeanor, punishable by up to 30 days in jail and a $250 fine. The new law, if approved by council, would remove the possibility of jail time and cap the fine at $25.
