TULSA, Okla. — Oklahoma made cocktails-to-go permanent Nov. 1.

In August, the law was just temporary to help businesses struggling during the pandemic.

But is this actually helping businesses?

NewsChannel 8 called over a dozen restaurants and bars who said they were not offering cocktails-to-go.

Justin Carpenter, a Tulsa restaurant & bar owner, said his customers are ordering drinks to go on a regular basis.

"It's been good," he said. "I wouldn't say that it makes a huge impact on our bottom line."

Carpenter estimates to-go drinks only account for about 1 percent of his profits.

"Is that what you're hearing across the board, that it's only a small fraction of money they're making?" asked NewsChannel 8's Daniela Ibarra.

"I have not heard that," said Jim Hopper, CEO of the Oklahoma Restaurant Association. "That probably doesn't surprise me, though."

Because the law is so new, Hopper said some businesses are deciding whether or not the regulations are worth the hassle.

"I think that there is there's not enough data out there, even at the restaurant level to decide, 'okay, what is this gonna do for my business?'" he said.

Hopper said cocktails-to-go is another revenue source some businesses couldn't tap into before.

"I don't think there's enough data available right now to even know that," Hopper said when asked about tax revenue from the service.

Right now, Carpenter said the to-go drinks aren't paying the bills, but building his brand.
