Law and Order: Violence at Towson Town Center - Fox Baltimore

BALTIMORE (WBFF) — An out of control brawl at the Towson Town Mall causing a need for police presence in the area, but there are still questions of this being enough to deter the future crime.

"The first thing that really struck me was the difference in response that the county has compared to the city," said Maury Richards, law enforcement expert and former Chief of Police in Martinsburg, W.V. "Not only is there going to be an increased police presence in the area, but all their leadership made very strong statements that the law will be enforced. Arrests have already been made and they're looking at the video to arrest more people and that's the very first statement that has to be made."

Richards said its important to make sure people who shop in the mall and live in that area feel safe.

"It was described as a fight, it really was a mob scene. I would get those identities [of those involved in the fight], get in touch with those parents, put trespass notices on them and ban them from coming in the mall," said Richards. "Also, the ordinance or the rule that they have where you have to be accompanied by an adult if you're 17-or-under after 5 [p.m.], I would extend that to make sure it's a parent. Sometimes these adults, if they're not family members, can be very irresponsible. So, you know, sending that strong message, that's critical."

Long-term, Richards said there are societal issues that need to be addressed to prevent incidents like this moving forward.

"There's some severe problems that we have not only in Baltimore, Maryland, but the entire country as far as family disintegration, having no fathers in the house, and that's where kids learn those basic values of law, respect of authority, other people's property, and self-control," said Richards.
