Law enforcement expert discusses a city in crisis - Fox Baltimore

A beloved Little Italy restaurant manager was shot and killed just after midnight on Monday in Fells Point. A surveillance video shows 44-year-old Chesley Patterson, the general manager at La Scala Ristorante Italiano in Little Italy, getting into his car and trying to drive away when a vehicle rolled up and a man holding a gun jumped out and open fired. According to officials he was rushed to Johns Hopkins Hospital, where he was later pronounced dead.
Law enforcement expert and former Chief of Police in Martinsburg West Virginia, Maury Richards, joined us live to weigh in on this city in crisis.
"To me it just looked like a cold blooded murder that was absolutely shocking to watch. Your heart goes out to Mr. Patterson's friends and family," said Richards. "Looking at this, when you have criminals running wild on the streets, fearing no consequences, this is what happens and it's really the result of 7 years of Marilyn Mosby's policies that put criminals first, and this is just one of the tragic results."
According to Richards, crime is out of control in Baltimore City, and it comes down to the policies that are in place.
"Baltimore is one of the most dangerous cities in the country, it comes down to very bad leadership and bad policies," said Richards. "You got Marilyn Mosby's policies, but you also have a mayor and a city council that wont fight them, they really agree with them. No one has criticized what she's doing, it's so bad."
Richards believes that violent criminals need to go to jail, because they are hurting and killing people.
"You need a prosecutor to put those people away," say Richards.
