Lawmakers, law enforcement continue push against 'Less is More' law - WHEC
ROCHESTER, N.Y. (WHEC) — Republican lawmakers, law enforcement and victims' advocates are meeting Wednesday to decry the new "Less is More" law and other recent policies they say are pro-criminal out of Albany.
Under the new law, law enforcement can no longer hold parolees for technical violations, such as missing curfew or testing positive for drugs.
In the weeks since the governor's signing of the new law, Monroe County Jail released 17 prisoners, including the suspect in the murder of a Rochester woman over the summer. The suspect, 21-year-old Joseph Rivera, was one of the 17 released.
Proponents of the law say the new law actually enhances public safety through those incentives.

"The Less is More Act is actually what creates an incentive for people to follow the rules because it earns a provision called earned time credits where people who comply with the rules of parole can earn early discharge," Emily NaPier Singletary, co-founder and co-executive director of Unchained, previously said.
According to their website, Unchained is an advocacy organization that organizes and advocates to dismantle the carceral state and guarantee access to dynamic and culturally relevant education.
However, opponents argue it could put victims and their families at risk. Police say some of the felons were being held for new crimes but hadn't been charged because they were securely in jail, but not anymore and that creates a dangerous situation for police, victims, and witnesses.
"Less bad guys in jail, less witnesses will come forward and talk because they are afraid,” Rochester Police Capt. Frank Umbrino previously said. “Less crimes solved. More people victimized."
The news conference will be held at 3:30 pm. Wednesday at Gates Town Hall.
