'Less is More' parole reform getting pushback from law enforcement - 13WHAM-TV

Rochester, N.Y. — The so-called “Less is More” parole reform measure is receiving pushback from law enforcement.

Local police chiefs are calling for more communication about who will be released, and when.

In Rochester Wednesday, Gov. Kathy Hochul was firm in her support for the law, which allows the release of parolees held on technical violations. She also said the state did make law enforcement officials aware that releases were happening.

Seventeen parolees were released from the Monroe County Jail Tuesday. Police say some were being investigated for violent crimes and had to be tracked down again. That reportedly included Joseph Rivera, who was re-arrested Tuesday evening and charged in the July murder of Heather Majors on Chili Avenue.

When asked Wednesday, the governor said no person accused of violent crimes will be walking out of jail.

“Anyone who the police think is guilty of murder or can build a case for murder, I think they did the right thing here, and those people should be in jail,” she said. “And I support what law enforcement did and, yes, they need to have close coordination with corrections. Our corrections team made sure people knew what was going to be happening.”

Rochester Police say they did tell parole officers that a murder case was being built against Rivera, and that they were not made aware of what was happening.

We were not able to follow up further with the governor Wednesday, but will continue to seek answers.
