Local law enforcement performs Halloween sex offender checks - lincolnnewsnow.com


Lincoln County, Mo. - While most of Lincoln County spent Halloween trick or treating, or any of the other various activities that go along with Oct. 31, the area’s law enforcement community was involved in other business.
Designed to keep the community safe on Halloween, the Lincoln County Sheriff’s Office, with assistance from the Troy Police Department, conducted sex offender checks throughout the county, with positive results.
“Seeing multiple agencies and their leadership come together for the safety of the children in our communities shows that Lincoln County is growing stronger – and doing so together,” Officer Michael Alfaro of the Troy Police Department said.
According to Missouri statute 589.426, “any person required to register as a sexual offender” is required to avoid all contact with children, remain inside his or her residence between 5 p.m. and 10:30 p.m. (unless required to be elsewhere for just cause, including but not limited to employment or medical emergencies), post a sign on the residence door saying “no candy or treats at this residence” and leave all residential lighting off.
Violators were arrested and charged with a Class A misdemeanor, booked and released. Seven arrests were made throughout the county for violations, and eight placards were placed on the doors of sex offenders who violated the terms of the statute by not being home during those hours.
“The results and outcomes were amazing to see,” Alfaro said. “Continuing to show a unified effort in sex offender compliance is a major step toward the growth and maturity of a booming economy.
“We look forward to even greater results in the years to come.”
Chasteen, who led the countywide sweeps, said it matters not where in the county offenders live, or if they expect trick or treaters to come through the area.
“The law doesn’t state if you don’t expect trick or treaters, you don’t have to comply,” he said. “The law states you have to register as a sex offender.”
Chasteen followed up his statement by saying sex offenders have no socioeconomic boundaries. They can be anyone, and they can live anywhere, which is why keeping track of them is paramount in keeping Lincoln County safe.
“If you do a Google search on a guy, see his mugshot and they look one way, that doesn’t mean they’ll look that way when you encounter them,” Chasteen said. “Not every sex offender has a long beard looking like ZZ Top.”
