Local Law Enforcement Units Respond to Burglary, Barricaded Suspect Incident - KRSL

On January 5 at 7:52 AM, a 911 call reporting a burglary in progress was received by Russell Dispatch from 259 South Lincoln Street in Russell.

According to a press release from Russell Police Chief Jordan Harrison, the caller stated that Chris Driscoll was attempting to enter the side door of the residence. Driscoll was described to be wearing blue jeans and carrying a crowbar. The suspect was able to enter the side door, but stayed only briefly and fled the residence.

Officers from the Russell Police Department, Russell County Sheriff's Office and Kansas Highway Patrol responded to the area. A K9 unit from the Kansas Highway Patrol was used to track the suspect, who was not immediately located.

Further investigation and assistance of security cameras revealed Driscoll had arrived and left in a silver Cadillac passenger car accompanied by Ashley Pena approximately 10 to 15 minutes prior to the 911 call. Officers also learned Driscoll may have broken into the residence to kill or harm someone who was not present at the residence during the break-in.

While at the South Lincoln residence, officers were told Shannon Proctor was inside the house and had multiple warrants for her arrest. Proctor was located hiding in a closet and arrested on the strength of three warrants.

At around 10:30 AM, officers located Pena's vehicle in the 300 block of West 16th Street. Officers contacted Pena and obtained consent to search her residence and vehicle. Driscoll was not located, but officers recovered the crowbar used in the burglary. Pena was transported to the Police Department for an interview. During the interview, Pena stated after Driscoll left the house on South Lincoln, he was in possession of a small silver .380 caliber handgun. She also stated she dropped Driscoll off at his residence on North Elm Street. Officers were sent to monitor the Driscoll residence at 1337 North Elm Street.

At around 2:30 PM, through various investigative methods, the location of Driscoll was verified. Due to aggravated, violent nature of the alleged crimes and Driscoll being in possession of a handgun, the Kansas Highway Patrol Special Response Team was requested to assist in the apprehension of Driscoll.

At around 2:45 PM, officers surrounded the Driscoll residence. Staff at Simpson Elementary School were alerted to the police presence in the area. Simultaneously, a Russell Police officer and Kansas Highway Patrol trooper utilized a third party to contact Driscoll. Driscoll responded to the messages and stated that he "would not go to jail" and would "shoot it out" with the police. Due to the new information, alerts were sent out the public and Simpson Elementary School staff were re-contacted. Russell County EMS was also requested for standby.

At around 3:36 PM, Driscoll messaged the third party and stated he would exit the residence, unarmed, and surrender to law enforcement. He was arrested and transported to the Russell County Jail where he is currently being held on three warrants. The handgun was recovered at the residence.

This case will be turned over to the Russell County Attorney's Office for prosecution and charges are currently pending.

Barricaded persons are fluid situations that they work to get resolved as quickly and most important, as safely as possible. The PD also extends its gratitude to the assisting agencies in this case.
