Marcano parents meet with Florida legislators to push law that would tighten apartment security measures - WESH 2 Orlando
TALLAHASSEE, Fla. —
Miya Marcano's parents spent Thursday morning inside the State Capital building in Tallahassee to continue their fight for Miya's Law.
Yma Scarbriel and Marlon Marcano met with several legislators including the governor's staff. The bill named after their daughter aims to increase safety for tenants across Florida.
Investigators say Arden Villas Apartments' maintenance worker Armando Caballero used a master key fob to get into Marcano's Orange County apartment then kidnapped and killed her in September 2021. Orange County Sheriff's Office discovered the suspect had died by suicide a few days after Marcano was reported missing.
"Her not being here, it's a big hole that's placed in my heart that could never be filled again," father Marlon Marcano said.
The 19-year-old Valencia College student was a resident and employee at the apartment complex.
"Some people say the moment you accept it, things might get easier, but this is something that you can't accept," mother Yma Scarbriel said.
Since the tragedy, Marcano's parents have pushed for tightening security measures in apartment complexes.
"We'll never get justice for her – never. But at least, we'll know that she didn't die in vain," Scarbriel said. "We're just going to keep pushing and pushing and pushing until we get this law passed."
Miya's Law passed the House committee last week, but the language was changed. The new version of the bill requires staff to give a 24-hour notice before entering apartments.
"Miya's Law, it's not even just about kids – It's about everybody," Marlon Marcano said. "[It's about] anybody who decides to rent or live in an apartment where anybody could have access to your private space."
If the bill successfully goes through the next two committees, it will be taken to the House and Senate floor before the legislative session ends for a vote.
