During the 2016 campaign to legalize marijuana in Massachusetts, the strongest opposition came from law enforcement, who contended that since no “Breathalyzer for marijuana” existed, legalization posed a serious threat to highway safety.
Now, Gov. Charlie Baker has re-introduced his bill, employing unproven technology, to impose stiff penalties on drivers deemed to be under the influence of cannabis. The bill is named for state Trooper Thomas Clardy, who, six months before the voters approved legalization, was killed on the Massachusetts Turnpike when hit by a driver whose blood contained a trace of THC, the ingredient in marijuana that makes you high.
