Miya's Law passes through Florida House unanimously - WESH 2 Orlando

The law named after the 19-year-old Valence College student who was killed by a maintenance man at her apartment complex has passed through the Florida House of Representatives unanimously 120-0.

Rep. Carlos Guillermo Smith called the approval of the law "an important step forward for tenant safety in Florida."

Miya's Law heads to the Senate floor Friday for a vote.

The Senate version of the law would include a bill that prevents hotels from allowing people to “book by-the-hour” due to human trafficking and prostitution concerns.

Miya’s Law, named after Miya Marcano, looks to improve tenant safety by tightening apartment security measures through required background screenings of employees.

Miya Marcano's parents were inside the State Capital building in Tallahassee last month to continue their fight for Miya's Law.

Yma Scarbriel and Marlon Marcano met with several legislators including the governor's staff. The bill named after their daughter aims to increase safety for tenants across Florida.

Investigators say Arden Villas Apartments' maintenance worker Armando Caballero used a master key fob to get into Marcano's Orange County apartment then kidnapped and killed her in September 2021. Orange County Sheriff's Office discovered the suspect had died by suicide a few days after Marcano was reported missing.

"Her not being here, it's a big hole that's placed in my heart that could never be filled again," father Marlon Marcano said.

The 19-year-old Valencia College student was a resident and employee at the apartment complex.

"Some people say the moment you accept it, things might get easier, but this is something that you can't accept," mother Yma Scarbriel said.

Since the tragedy, Marcano's parents have pushed for tightening security measures in apartment complexes.

"We'll never get justice for her – never. But at least, we'll know that she didn't die in vain," Scarbriel said. "We're just going to keep pushing and pushing and pushing until we get this law passed."

Miya's Law will betaken to the Senate floor before the legislative session ends for a vote.

"Miya's Law, it's not even just about kids – It's about everybody," Marlon Marcano said. "[It's about] anybody who decides to rent or live in an apartment where anybody could have access to your private space."
