New law aims to regulate 'Farm Use' placards - - CBS19 News

RICHMOND, Va. (CBS19 NEWS) -- A new law will be changing the regulations regarding vehicles with “Farm Use” placards.

Governor Glenn Youngkin has signed House Bill 179 and Senate Bill 186, which create a formal process for farmers to get permanent farm use placards.

According to a release, these placards have been an exemption that allowed farmers to use farm vehicles on state roadways with minimum requirements in order to ease the transportation expense burden.

Farm Use placards are meant to show that someone is using the vehicles solely for allowed purposes, waiving some aspects of the vehicle registration process in Virginia.

However, this exemption has fallen victim to misuse, so now the process to get such placards will be fully regulated.

Under the two bills Youngkin signed, a new formal process will be created for farmers looking to get permanent Farm Use placards.

This will not be going into effect until July 1, 2023, in order to let farmers learn about and prepare to meet the new requirements.

The law will now require farmers to apply for the placards through the Virginia Department of Motor Vehicles, and the placards will have alphanumeric identification numbers and will not be transferable.

The new placards will have to be displayed at all times on the vehicle.

Eligible vehicles are limited to pickup or panel trucks, sport utility vehicles, vehicles with a gross weight rating greater than 7,500 pounds, and trailers and semitrailers.

The release says the farmer must provide the name of the owners or lessee of the vehicle on the DMV application as well as the location and acreage of each farm will it will be used.

Finally, farmers will have to describe the type and amount of agricultural commodity that is produced in a year.

The application will need a statement that the vehicle will only be used for purposes as described by Virginia law, such as transporting supplies to and from fields during planting/harvesting, transporting product to market, and return trips of exempted vehicles.

Vehicles will need to be insured with liability coverage.

The new law does not impact the allowed uses of farm vehicles.

The DMV may charge a $15 fee for a new Farm Use placard until this law.
