New law regarding outdoor dogs just a start, say two local pet advocates - Houston Chronicle

The ‘Safe Outdoor Dogs Act’ that goes into effect in Texas on Jan. 18 has been lauded by some in the animal advocacy community as providing crucial protections for pets, but two officials with local dog rescue groups believe the law doesn’t go far enough.

It’s been touted by some in the animal advocacy community as breakthrough legislation, but two officials with local pet rescue groups worry that Texas’ “Safe Outdoor Dogs Act” isn’t as strong as it should be.

“It’s a good start, but it doesn’t go far enough,” said Theresa Viola, manager of operations at the Bay Area Pet Adoption, a nonprofit rescue-and-adoption group based near Kemah in Galveston County.
