New law to benefit military families with students at SUNY schools - Rome Sentinel
UTICA — Assemblywoman Marianne Buttenschon, D-119, Marcy, has announced Gov. Kathy Hochul has signed into law a bill Buttenschon sponsored to preserve the in-state tuition rate for New York’s active-duty military spouses and dependents attending SUNY and CUNY schools — even if the service member is relocated.
“This bill provides a pathway to an affordable, quality higher education for aspiring students in military families,” Buttenschon said.
“Many military members and their loved ones are familiar to relocations but forcing a student in these cases to suddenly change their educational plans or pay expensive out-of-state tuition is simply unfair,” she added.
The legislation provides that if a student is enrolled in an institution or educational program at SUNY or CUNY, and is the spouse or dependent of a member of the armed forces of the United States on full-time active duty who is stationed in New York State, the student will continue to be charged the in-state tuition rate, even if the active-duty service member is subsequently relocated out of state.
Out-of-state or nonresident tuition is often two to three times that of in-state tuition, and a change in status before enrollment puts the student in a situation where they must find another college at the last minute or pay higher tuition, Buttenschon said. At the time of the bill’s introduction, it was estimated New York State had approximately 11,000 active-duty spouses and 17,000 active-duty children.
The new law goes into effect on July 1, 2022.
