The Office of the Quartet (OQ) works to increase Palestinian economic and institutional development and empowerment. Based out of Jerusalem and with offices in Ramallah and Gaza, the OQ engages across five key sectors: water, energy, movement and trade, rule of law and telecommunications, using its unique position and deep expertise to support the development of critical enabling projects, agreements, policy changes and institutional development. The OQ receives administrative support from the United Nations Office for Project Services (UNOPS).
The OQ is seeking a Director to lead its Rule of Law team. This role represents a senior and central leadership position within the OQ, requiring engagement with a wide range of stakeholders in the political, technical and diplomatic communities, including the Palestinian Authority, the Government of Israel, members of the Middle East Quartet, donors, and international organizations. Engagement is frequently at a senior level including government Ministers, Ambassadors, and senior members of the security establishment.
Working under the supervision of the OQ Head of Mission and in close collaboration with other OQ Directors, the OQ Rule of Law Director will be responsible for leading the OQ’s Rule of Law work programme, including in the areas of justice, security, and fiscal stability, in accordance with the objectives set out in the OQ Strategy. The OQ Rule of Law Director will oversee the work of the Rule of Law team, including implementation of the strategy, planning, reporting, evaluation, external engagement and leading the team’s day-to-day work.
The successful candidate will have the opportunity to lead a work programme central to the advancement of Palestinian economic and institutional development and empowerment, working within a busy, challenging and rewarding environment. To be eligible for this role you will have an advanced degree in law, economic governance or political science or other relevant discipline. An undergraduate degree (bachelor’s degree) with a combination of two additional years of relevant professional experience may also be accepted in lieu of an advanced degree.
You will have a minimum of ten years – experience in project and/or programme management in an operational capacity, including experience in managing and motivating teams. In addition, you will have a minimum of five years’ experience working in a lead capacity in the areas of rule of law, governance or security. Within this context, an understanding of the principles of institutional development and modern state building, and experience of presentational and advisory functions is highly desirable. A strong knowledge of the political context in Israel and the Palestinian territories is a prerequisite for this role. The role requires an excellent command of written and spoken English, while fluency in Arabic or Hebrew is an advantage.
