State Ethics Commission says Ludlow DPW Chairman Stephen Santos likely violated conflict of interest law - MassLive.com

LUDLOW — Ludlow Board of Public Works Chairman Stephen Santos likely violated the state’s conflict of interest law, according to the State Ethics Commission.

In a public letter addressed to Santos, commission executive director David A. Wilson said the agency found reasonable cause to believe that Santos violated the law when he voted to elect himself as chairman of the board and when he participated in disciplinary matters involving a department employee he believed was cooperating with an investigation of Santos.

The letter did not reveal the nature of that investigation. Santos could not be reached for comment.
