WASHINGTON, D.C.--A U.S. lawmaker from Tennessee is sponsoring legislation aimed at increasing protections for horses taking part in shows or being sold.

H.R. 6341, otherwise known as the Protecting Horses from Soring Act of 2021, is sponsored by Representative Scott DesJarlais (R-TN-4) and cosponsored by fellow Tennessean Rep. John W. Rose (R-TN-6).

The bill would increase protections for horses participating in shows, exhibitions, sales, and auctions among other actions. Among the protections would be having a veterinarian or vet technician conduct an "objective inspection" of horses and disqualify horses from taking part in being exhibited should they be found to have been sored.

Horse soring is the use of chemicals or devices used on the feet of horses to produce a certain type of gait. Under the bill, horses found to have been sored would be disqualified from being shown or exhibited for no less than 30 days upon first offense and 90 days for further offenses.

The bill also creates what would be known as the Horse Industry Organization which would be comprised of members from Tennessee and Kentucky. The organization would represent the Tennessee Walking Horse industry and be tasked with appointing inspectors to conduct inspections at each horse sale, horse exhibition, or auction. The organization would also develop licensing requirements to ensure inspectors can detect and test if a horse has been sored.
