Nearly two months since Big Law firms made statements about pulling out of Russia, there are murmurings in the Russian market that the exits aren’t what many had expected.

“That’s if they’re leaving at all,” said one skeptical Moscow-based lawyer. “They keep working with the same teams, on the same client matters, and sitting in the same offices.”
