HARRISBURG, Pa. — A “Victim Rights Amendment” ballot initiative approved by Pennsylvania voters in 2019 is invalid, the state's high court ruled, because it was actually a “collection of amendments” that added several new rights to the Constitution and those were not “interrelated in purpose and function.”
